Download the theme archive and extract it.

Run install themes.bat from the archive.

Run install sysfiles x86.bat if you are running 32-bit version of Windows 7 or install sysfiles x64.bat if you are running 64-bit version of Windows 7 from the archive.

Right-click on your desktop and select Personalize.

There are two styles available for this theme. Select Luna Aero or Luna.
Now you will get the Windows XP look & feel in Windows 7:
