Type GPEDIT.MSC in start menu search box or run and press enter.

Navigate to:
User Configuration -> Administrative Templates -> Start Menu and Taskbar

Double-Click on Do not allow pinning items in Jump Lists.

Select Enabled.

Click OK.
Now users will not be able to pin any item to jumplists.
