7LogonChanger is a free portable tool that allows you to change your Windows 7 logon screen background with Flickr & Picasa directly.
How to use:

Install the tool and run it.

Type your desired search term in the Tags text box or select Featured Only to get the featured images.

Click Get Images.

Select your desired image from the images that appear.

Right-click on the larger image.

Select Set as Logon. Now the image will be set as the logon screen background.
